An element that stays cold usually traces to the element itself or its infinite switch, while a hot surface light that stays on after cooling points to the indicator circuit or switch.
A cracked glass surface should not be used, since spills can reach electrical parts beneath the glass. Turn the cooktop off at the breaker until it is repaired.
